Establishment of Wind Turbine Certification Capabilities (China Electric Power Research Institute)

Abstract “Building the Wind Turbine Testing Center (WTTC) ” is one of the sub-grant projects of CRESP wind turbine technological progress activities at the national level. which aims to enhance China wind turbine testing capability, promote the wind power development in China. The target of the project is to set up the third-party testing center for quality inspection of wind turbine products, in accordance with the GB/T15481-2005(ISO/IEC 17025:2005) General Requirements of the Testing and Calibration Laboratory Capabilities, WTGS series of national standards, international standards and the related standards.

Development of Short-term Wind Power Forecasting System for Inner Mongolia Power Group

Abstract A wind power prediction system is installed for the Inner Mongolia Electric Power Group (IMPG), and a one-year short-term wind power prediction service is provided by the project. The system includes a total of 8 wind farms with the total installed capacity of 756.1MW. The set of wind power prediction system can be applied directly to the planning of the power grid dispatching department, which helps to reduce the negative impact of wind power, and improves the security, stability and economy of the grid operation; Meanwhile, through comparation with international forecasters, the various factors that affect the prediction accuracy are analyzed to improve the accuracy of prediction results, the existing prediction models and algorithms are evaluated and the forecasting techniques are continued to be improved to narrow the gaps with similar international systems. The project is underway currently.

Setting up of Chinese Wind Power Prediction System

Abstract The experience in advanced wind power countries indicates that wind power forecasting (WPF) technology is one of the effective measures to mitigate peak-load regulation pressure, reduce reserve capacity and increase wind power accommodation capacity for power grids. Recently, the leading countries in wind power in Europe and the United States have already established impeccable management mechanism in WPF, and their forecast is performed both in wind farm side and dispatching facility side. But in China, the WPF systems, though, are popular in dispatching side; the WPF systems in wind farm side are still blank. This report, combining the international experience and national situation, studies on the tailor-made wind power forecasting system framework and implementation plan in China. Based on the deep investigation of international experiences and the complete analysis of the main responsibility of the shareholders, combining the current status of the WPF technologies in china, the research proposes a tailor-made framework and implementation plan of the wind power prediction system with Chinese characteristic. The research results will develop the advantages of all the participants to boost the development and application of WPF technology.

Promoting RE in Portugal – Implications for China

Abstract The government officials charged with implementing China’s renewable energy law have been investigating how to implement both a wind concession/tendering scheme and a standard feed-in tariff policy, while at the same time incorporating incentives for local renewable energy equipment manufacturing. Portugal’s renewable energy policy is an interesting case study because that country has also sought to implement these three concepts into a coherent renewable energy policy. This paper summarizes the Portuguese policy measures promoting renewable energy. It discusses the principal supporting instruments that have been established, with particular emphasis on the feed-in tariff regulation for electricity from renewable sources. A striking element of that regulation is the specific formula that is used to calculate the effective remuneration for renewable energy projects, on a monthly basis, with respect to the individual features of the power generation facility in question. This formula is therefore presented in some detail. The second part of this paper reviews the large utility tender for wind power that was released by the Portuguese government in 2005. Besides seeking to increase the installed capacity of wind power in the country, this tender aimed to establish a wind turbine manufacturing industry in Portugal. This was done by introducing local content requirements. The present paper lists the requirements potential bidding parties had to meet. It further discusses how bids were evaluated, as well as their interaction with the existing feed-in scheme for renewable electricity. The paper concludes with a brief presentation of the tender outcomes, and an overview of plans for additional tender calls. Although experience from Portugal is not necessarily applicable to China’s unique conditions, three elements of this experience may be of particular interest to our Chinese colleagues: a) The design of Portugal’s feed-in tariff policy, and how feed-in tariff levels are established, b)How Portugal has implemented both a tendering/concession program and feed-in tariff policy, and the relationship between these two types of support mechanisms, c) The design of Portugal’s tendering system, including incentives and requirements for local wind manufacturing, and bid evaluation methods.

A Comparison of Wind Power Industry Development Strategies in Spain, India and China

Abstract This paper compares the manner in which Gamesa (Spain), Suzlon (India) and Goldwind (China) became domestic leaders in their respective countries’ wind industries, with a focus on the acquisition of technology, technological know-how, and the associated intellectual property rights. The paper also reviews the respective policy environments for wind energy in India, China, and Spain and how these policies have influenced the rise of a major domestic wind turbine manufacturer in each national context.

China Wind Power Study 2008 – An Analysis of the Status Quo and Perspectives for Development

Abstract This study provides a comprehensive overview of wind power in China in 2008, and offers an outlook to future development. In order to provide a sound basis for the alignment of the German Development Corporation’s (GTZ) wind power activities with actual market conditions, government policies as well as other determinants of wind power, development are analyzed and possible pitfalls for development identified. As a conclusion, the study presents recommendations for measures to promote a long-term sustained development of wind power in China.

Overcapacity in China – Causes, Impacts and Recommendations

Abstract Overcapacity is a blight on China’s industrial landscape, affecting dozens of industries and wreaking far-reaching damage on the global economy in general, and China’s economic growth in particular. Yet it is a strangely under-studied and seldom-examined phenomenon. In the Summer and Autumn of 2009, the European Chamber and Roland Berger Strategy Consultants set out to examine to what extent overcapacity harms China’s economic development and contributes to rising trade tensions, and to provide suggestions on how this increasingly urgent problem could be addressed. The study will look at how this problem is affecting several key industries, and ask what are the specific drivers of overcapacity in these sectors. The industries examined in detail are: Steel, Aluminium, Cement, Chemicals, Refining and Wind Power Equipment.
